My (relatively) free solution on hot Kentucky days is to take an old plastic container (Coolwhip), fill it partway with water and freeze it. Once frozen put some dog treats in there, then add more water to top it up, freeze it again so the treats are stuck in the middle. Stick the bowel outside and watch him go at it. Being able to see/smell the treats inside the block of ice makes him go out of his gourd. They also make soy ice cream for dogs too, Frosty Paws. My dog chews ice, but leaves the pieces everywhere.
