While "dubya" is both the political/military leader and chief of state, Tony Blair, now replaced, is not. He is merely a political leader in the UK, and must have the leave of the monarch to call the governing body of parliament into session. Elizabeth II, is the chief of state, and thus merits a white-tie event. I have no love for the president, but he does have the protocol down for dealing with this type of situation. As for GHWB, well, he didn't piss off as many countries as his son has done in his 8 years... I find it funny how much pomp is going on about this whole thing. Last time I looked the real leader of England (Tony Blair) didnt get half this warm welcome. And I find it quite quite sad that in nearly 8 years of office, this is the ONLY white tie affair they put on. Hell even his dad had more. But then again his dad knew how to party what with all the head of state puking he did. Isnt that what they just did?
