“Anonyous Coward,” I think you are missing the point. The sketch of the rapist bears a striking resemblance to the newsman talking about the search for the rapist.
I personally laughed aloud and then had to sheepishly look around here at work to see if anyone noticed and was going to give me crap about it.

right… and the moustache and the half-surprised facial expression and the length of the hair. just about every detail that a witness could give about that rapist looks like the news anchor… classic!

The point was that this was funny, the anchor looks like the rapist, no underlying connotations of racism, just a striking smilarity.
